Caritas and the Intercontinental Network Promote Discussion on Popular Solidarity Economy at the World Social Forum

During the 2009 World Social Forum a delegation from the Caritas Latin American and Caribbean network promoted discussion on a new economic system. In coordination with the Intercontinental Network for the Promotion of the Solidarity Economy in Latin America (RIPESS-AL), Caritas Latin America organised a workshop on Solidarity Economy and Sustainable Development: visions and practices of civil society and governments in Latin America.
The activity promotes dialogue between government and society on the concept and promotion initiatives regarding sustainable development and changing the economic model, based on the popular solidarity economy of Latin American countries.

“It is far more difficult for a state to incorporate the practices of this other economic system because the internal structures – the operating methods – of state management are based on a capitalist system. Our states are designed to reproduce capital rather than life. Therefore, we need to have specific instruments, seek alternatives and experience this paradigm shift from a practical standpoint,” said Oscar Minteggia, a representative of the Argentine Ministry of Social Development, in presenting the experience of a consortium set up by the government together with business partners from Buenos Aires.
The international coordinator of RIPESS, Nedda Angulo, pointed out the growth in the organisation of civil society throughout the world in order to discuss public issues. “Society is increasingly aware of the importance of participation, social control and the need to have a greater influence on governments or monopolies regarding what is public. It’s up to us to say how policies should be conducted and taxes levied. That’s why various movements and organisations are striving to ensure that governments are capable of generating democratic behaviour and the redistribution of wealth,” he said.

According to Nedda, Latin America is one of the regions of the planet with the greatest social inequality. Millions of Latin Americans live on less than two dollars per day, and some other millions earn less than one dollar per day. “The economy as a whole needs to function in another way, so that the economic model benefits everyone and satisfies people’s basic needs. Popular Solidarity Economy provides a set of solutions. It is a political proposal to change the state, society and the marketplace, with an overall vision of development which, by going beyond economic growth, promotes social inclusion, equality and wealth generation without plundering the environment, and by making appropriate use of natural resources,” Nedda said.

For Professor Paul Singer, the national secretary of Solidarity Economy of Brazil, the role of government is to support Popular Solidarity Economy creation initiatives. This involves providing capacity building, supporting technicians and structures and strengthening enterprises. “However, this should always be in the awareness that the protagonists of this process come from civil society rather than the state system,” he added.

Paul Singer recalled the processes of building the Popular Solidarity Economy in Brazil, starting with the coordination that gave rise to the Brazilian Solidarity Economy Forum (FBES), and also with civil society’s lobbying of the Lula government for the creation of the National Solidarity Economy Department (SENAES). Singer stressed the importance of Caritas in this debate. “The Solidarity Economy was created with the support of the Brazilian Church, and Caritas Brazil was a pioneer in this process. We all know that a great deal still needs to be done to transform the Brazilian economy, but what’s been done so far shows the extent to which the Popular Solidarity Economy is possible and viable.”

For his part, the coordinator of the Latin American and Caribbean Secretariat (SELACC) of the Caritas network, Antonio Sandoval, explained that Caritas has been giving priority to solidarity-based sustainable development action for several years. “The Caritas network has a track record of large-scale assistance actions, many of them implemented in social emergency or disaster situations, although we understand that it’s necessary to provide support and accompaniment to communities. The structure that creates this social inequality and environmental destruction needs to be transformed.

Consequently, we have discussed a development model, sought spaces for intervention in formulating public policies and strengthened exchange initiatives for this excluding society created by capitalism,” said Sandoval.

Also taking part in the discussion were Pablo Yanez, the director general of Equality and Social Development from Mexico City; Dirceu Fumagalli, the national coordinator of the Pastoral Land Commission (CPT) and representative of the National Agricultural Reform Forum (FNRA); and Pablino Cáceres, Paraguay’s minister of social development.

For Pablino, the key challenge in implementing another development model in Paraguay and in democratising public policies is the creation and empowerment of institutional spaces for social participation, which guarantee the active participation of organised communities in government decisions.

Dirceu blamed the historical processes of land occupation in Latin America, especially in Brazil, for generating social inequality and dispersing the original inhabitants. “The agricultural issue, and guaranteeing the right to land, is vital in the promotion of sustainable development. Is it right for our fields to be allocated on a vast scale to the production of biofuels? Why should our land be earmarked to serve capital?” he asked.

The mercantilization of natural resources was also questioned by Pablo Yanez, who emphasised the need to change the structure of the economic model. “It’s no longer a question of seeking alternatives. The macrofinancial structure must be changed. It’s time to rebuild the global economy via the Solidarity Economy, which has proved to be effective in guiding a new paradigm. A new model that isn’t based on massive exploitation of workers and the environment must be implemented.”

At the end of the discussions, a delegation from Caritas Latin America took part in the Latin America and international crisis panel with the presidents of Brazil, Bolivia, Paraguay, Venezuela and Ecuador.



CARITAS ET LE RESEAU INTERCONTINENTAL OUVRENT LE DEBAT SUR L’ECONOMIE POPULAIRE SOLIDAIRE A L’OCCASION DU FORUM SOCIAL MONDIAL

A l’occasion du Forum Social Mondial 2009, une délégation du réseau Caritas Amérique latine et Caraïbes a ouvert le débat sur une nouvelle logique économique. En collaboration avec le Réseau Intercontinental d’Amérique latine pour la Promotion d’une économie Solidaire (RIPESS-AL), le bureau pour l’Economie Solidaire et le Développement Durable, Caritas Amérique latine encourage les vues et pratiques de la société civile des gouvernements d’Amérique latine.

L’activité encourage le dialogue entre le gouvernement et la société sur la conception et les initiatives de promotion du développement durable et du changement de modèle économique, basé sur une économie populaire solidaire des pays latino-américains.

“Pour l’Etat, il est beaucoup plus difficile d’incorporer les pratiques de cette nouvelle logique économique car les structures internes, les modes de fonctionnement, et la gestion gouvernementale sont fondés sur une logique capitaliste. Nos états sont conçus pour reproduire le capital et non la vie. Pour ce faire, nous avons besoin d’outils concrets, de chercher des alternatives et de vivre ce changement de paradigme à travers la pratique”, affirme Oscar.
Oscar Minteggia, représentant du Ministère du Développement Social en Argentine, au cours de la présentation de l’expérience d’un consortium créé par le gouvernement en collaboration avec des entrepreneurs solidaires de Buenos Aires.

Nedda Angulo, coordinatrice internationale du RIPESS, a rappelé la croissance de l’organisation de la société civile dans le monde entier pour débattre des questions publiques. Elle déclare : “La société est de plus en plus consciente de l’importance de la participation, du contrôle social et de la nécessité d’avoir plus d’impact sur les gouvernements ou le monopole sur les secteurs publics.
Nous devons exprimer la manière dont nous souhaitons que les politiques publiques soient menées ainsi que la manière dont les impôts doivent être appliqués. C’est pour cela que les différents mouvements et organisations luttent pour garantir des Etats capables de générer des conduites démocratiques et la redistribution des ressources”.

D’après Nedda, l’Amérique latine est l’une des régions du monde qui présente les inégalités sociales les plus importantes de la planète. Plusieurs millions de latino-américains vivent avec moins de deux dollars par jour et plusieurs millions de personnes gagnent moins d’un dollar par jour.

“Il est nécessaire que l’économie dans son ensemble fonctionne de manière différente, que le modèle économique soit bénéfique à chacun et qu’il puisse satisfaire les nécessités de base des personnes. L’Economie Populaire Solidaire représente cet ensemble de réponses. Il s’agit d’une proposition politique de changement d’Etat, de société et de marché, une vision globale de développement qui, au-delà de la croissance économique, favorise l’inclusion sociale, l’égalité et la génération de ressources en préservant l’environnement et en utilisant les ressources naturelles à bon escient”, déclare Nedda.
Pour le professeur Paul Singer, secrétaire national pour l’Economie Solidaire au Brésil, le rôle du gouvernement est de soutenir les initiatives de création de l’Economie Populaire Solidaire (EPS). Son rôle est également d’offrir des formations, de soutenir les techniques et les structures, de renforcer les entreprises “Mais toujours en ayant conscience du fait que les protagonistes de ce processus ne sont pas présents dans l’appareil gouvernemental mais dans la société civile”, affirme-t-il.

Paul Singer se rappelle les étapes de la création de l’EPS au Brésil, des articulations qui ont donné lieu au forum brésilien de l’Economie Solidaire (FBES) en passant par l’impact de la société civile sur le gouvernement de Lula pour la création du Secrétariat National pour l’économie Solidaire (SENAES). Singer souligne l’importance du rôle joué par Caritas dans cette discussion. “L’Economie Solidaire est née grâce au soutien de l’Eglise de ce pays, de Caritas Brasilera qui fut précurseur du processus. Nous savons que l’économie brésilienne est loin d’être transformée mais ce qui a été accompli jusqu’à présent montre combien l’Economie Populaire Solidaire est possible et viable”.

Antonio Sandoval, coordinateur du Secrétariat Amérique latine et Caraïbes (SELACC) du réseau Caritas, quant à lui, explique que depuis plusieurs années, Caritas mène en priorité des actions pour le développement durable solidaire. “Le réseau Caritas a toujours réalisé d’importantes actions humanitaires, dont bon nombre ont été menées dans des situations d’urgence sociale ou de catastrophes naturelles, mais nous comprenons qu’il est nécessaire d’offrir soutien et accompagnement aux communautés. Il est nécessaire de transformer la structure qui génère ces inégalités sociales et la destruction de l’environnement. Pour cela, nous avons discuté du modèle de développement en cherchant des espaces d’intervention dans la conception de politiques publiques et en renforçant les initiatives de réformes de cette société générée par le capitalisme”, affirme Sandoval.

Ont également participé au débat Pablo Yanez, directeur général de l’Egalité et du Développement Social de Mexico, Dirceu Fumagalli, coordinateur national de la Commission Pastorale de la Terre (CPT) et représentant du Forum National sur la Réforme Agraire (FNRA), ainsi que Pablino Cáceres, ministre du développement social du Paraguay.

Pour Pablino, les principaux défis de la mise en place d’un nouveau modèle de développement sur le territoire paraguayen et de la démocratisation des politiques publiques sont la création et le renforcement des espaces institutionnels de participation sociale, espaces qui garantissent aux communautés organisées une participation active aux décisions gouvernementales.

Dirceu a rappelé les processus historiques de l’occupation de la terre en Amérique latine, en particulier au Brésil, en tant que générateurs d’inégalités sociales et disséminateurs des peuples d’origine. “Le problème de l’agriculture, la garantie du droit à la terre est essentielle pour promouvoir le développement durable. Est-il juste que nos champs soient destinés à la production massive de bio-combustibles ?. Pourquoi nos terres sont-elles destinées à servir au capital ?”, conteste-t-il.

La commercialisation des ressources naturelles a également été mise en cause par Pablo Yanez, qui a souligné la nécessité de modifier la structure du modèle économique. “Il ne s’agit plus de chercher des alternatives, les macro-finances doivent être modifiées. Il est temps de reconstruire une économie mondiale par l’intermédiaire d’une Economie Solidaire puisqu’elle s’est révélée effectivement capable d’orienter un nouveau paradigme. Il est indispensable de mettre en place un nouveau modèle, qui ne sera pas basé sur l’exploitation massive des travailleurs et de l’environnement”.

Pour conclure les débats, une délégation de Caritas Amérique latine a débattu des questions relatives à l’Amérique latine et à la crise internationale avec les présidents du Brésil, de Bolivie, du Paraguay, du Venezuela et de l’Equateur.

Durante el Foro Social Mundial 2009, una delegación de la red de Caritas América Latina y Caribe favoreció la discusión sobre una nueva lógica económica. Caritas America Latina promueve, en articulación con la Red Intercontinental de Promoción de la Economia Solidaria de América Latina (RIPESS-AL) una oficina de Economia Solidaria y Desarrollo Sustentable: visiones y prácticas de la sociedad civil de los gobiernos de América Latina.
La actividad promueve el diálogo entre el gobierno y la sociedad sobre la concepción e inciativas de promoción del desarrollo sustentable y del cambio de modelo económico, basado en la economía popular solidaria de los países latinoamericanos.

On a global level, Asia is the continent which has the most trafficking victims. The International Labour Organization estimates that 1.4 million people are affected by trafficking on the continent.

The World Social Forum: various voices for the same ideal

The WSF is a platform which brings together various voices for the same ideal. This ideal is to create a world where everyone can benefit from and have access to the fruits of the earth, whether they be natural, mined or hydric resources.

I think the WSF is also a chance to raise awareness about what is happening in our country, the Democratic Republic of Congo. It is rich in natural resources, but paradoxically poor considering its low position in the Human Development Index. It is a country where most people live on less than 20 US cents a day.

I’m here to hear about other people’s experience and to share with them the reality of life in Congo so that we can find solutions together and make partnerships. I’m expecting a lot from this forum, and I think it will be a very enriching experience.

Publish What You Pay (PWYP) is a global civil society coalition that helps citizens of resource-rich developing countries hold their governments accountable for the management of revenues from the oil, gas and mining industries. Caritas is a member of PWYP and also provides funding.

On the Latin American Seminar at the WSF:
29th December 2009

In preparation for the WSF, staff from Caritas Latin America and the Caribbean will take part in the Seminar ‘Sustainable Development in Solidarity’ to be held on 25-26th January in Belem/PA. Experiences from the impact of the capitalist development model and examples of alternative proposals seeking sustainable development, in solidarity, taking into account environmental, social, political, financial and cultural dimensions will be presented during the Seminar. According to Loiva Oliveira, one of the organisers, the Seminar’s objectives include identifying common issues for Caritas from different countries. “The Seminar will also debate alternatives for another development model based on the organisation’s experiences”, Loiva stated.

WSF – From 27th January to 1st February, Belem will be the centre for world citizenship and reference for challenging inequality, injustice, intolerance and environmental devastation. Hundreds of self-managed activities – such as camping sites, offices, seminars, conferences, testimonials, protest marches, cultural activities, among others – taking place over those days will be spaces for exchange, reflection and drafting proposals for building an alternative world. The World Social Forum will take place at the Universidade Federal do Pará (UFPA) and the Universidade Federal Rural da Amazônia (UFRA), a green area surrounded by the Guama River and the forest.

Topic

Opportunities and threats of a globalized communication in the fight against human trafficking.

This meets up with the 6th priority of the 2009 World Social Forum
For the guarantee of economic, social, human, cultural and environmental rights, in particular the right to health care, education, housing, decent work, communication and food.

Content of the interventions

The new means of communication promote contacts from one side to the other of the world.
They are important vectors for the development of human trafficking and must be under particular supervision:
- easiness to organise criminal networks
- pedo pornography on the Internet
- …

But they also facilitate the contacts between all those fighting against human trafficking: NGOs, police, justice, social services… and have to be used:
- Coatnet intranet network making possible a secure network to support the victims;
- Video tools, TV, to raise the awareness of the wide public
- Prevention tools for the at risk public
- Advocacy tools at national, European and international level
- from, which enriches the way of putting the issue.

LE SEMINAIRE SUR LA LUTTE CONTRE LA TRAITE DES ETRES HUMAINS

Un tract sera ensuite préparé pour être diffusé lors du Forum Social Mondial (celui-ci devra être en français, anglais, portugais)

La thématique :

Opportunités et menaces d’une communication mondialisée dans la lutte contre la traite des êtres humains.

Contenu des interventions

Les nouveaux modes de communication favorisent les contacts d’une extrémité à l’autre de la planète.

Ils sont des vecteurs importants pour le développement de la traite des êtres humains et doivent faire l’objet d’une attention particulière :
- facilité d’organisation des réseaux criminels,
- pédo pornographie sur internet,
- …

Mais facilitent aussi les contacts entre tous ceux qui luttent contre la traite des êtres humains : ONG, Justice, police, services sociaux… et il faut savoir s’en servir :
- réseau intranet coatnet permettant une mise en réseau sécurisé pour accompagner les victimes,
- outil vidéo, télévision pour sensibiliser le grand public,
- outils de prévention pour les publics à risque,
- outils de plaidoyer à l’échelle nationale, européenne et internationale,

Caritas Italiana at the 2009 WSF

A delegation from Caritas Italiana will be at the World Social Forum (WSF) in Belem from 26 January to 1 February.

Participants include:

-Paolo Beccegato, head of Caritas Italiana’s International Department
-Some members of the presidency including Bishop Mario Paciello of Altamura-Gravina, Don Carmine Giudici and Marcello Rinaldi
-An expert
-Some journalists

Caritas Italiana has also registered for “Environmental justice: A challenge for the future”. An agenda for Caritas Italiana’s participation in the forum will be available on this blog. There will also be the presentation of the report “Terza ricerca su i conflitti dimenticati”.

Caritas Italiana participará en el Foro Social Mundial 2009

Caritas Italiana participará en esta nueva edición del FSM, con  una delegación compuesta por 8 personas, que viajarán a Belem (Brasil) del 26 de enero al 1 de febrero. Los miembros de la delegación son:

- Paolo Beccegato, Responsable del Departamento Internacional;
- algunos miembros de la Presidencia: Mons. Mario PACIELLO, Obispo de Altamura Gravina, delegado regional de PUGLIA (que ya participó al FSM de Nairobi, en 2007); P. Carmine Giudici, delegado regional de CAMPANIA y Marcello RINALDI, delegado regional de UMBRIA;
- un experto;
- algunos periodistas (“Famiglia Cristiana”, ”Avvenire” e ”SIR”);

Caritas Italiana se ha ocupado de la inscripción de una propuesta de actividad de autogestión, para el 30 de enero. Será un seminario con el título provisional de “La justicia medioambiental: un reto para el futuro”.

Pronto tendrán ustedes a su disposición, en este blog, un borrador del programa, que seguirá las siguientes pautas:

- Introducción general del tema; reflexión sobre las relaciones entre el medio ambiente y la guerra, con la presentación del libro ‘Terza ricerca sui conflitti dimenticati’ (Tercer estudio sobre los conflictos olvidados), la relación y responsabilidad de los medios de información respecto al tema, algunas experiencias territoriales (quizás de Secours Catholique y otros), debate.

Last call for WSF 2009 activities registration.  Deadline: November 21st

Organizations willing to propose activities for the WSF 2009 have some more days to register. Deadline for activities registration has been postponed until next Friday, November 21st (11pm, Belem time/8pm GMT/UTC). Organizations that will send participants to the WSF, but do not want to propose activities can register until December 2008. 

Payment for organizations registered in Brazil has already started and should be made until November 30th. Soon the international payment system will be open.

IMPORTANT: A list of registered activities until last friday (November 14th) is available for download in  http://www.fsm2009amazonia.org.br/forum-social-mundial/inscricoes/atividades/lista-de-atividades-ate-1411/view. The file is sorted in alphabetical order by organization name.

You can also view the list of registered activities in the registration website – http://inscricoes.fsm2009amazonia.org.br/content/index.php?page=consulta_pub . In this page you can browse all the registered activities and organizations and also search for keywords or action goal. This list is updated automatically as new activities are being registered. 

If your activity doesn’t appear in any of the lists cited above, it means that your activity registration was not made or concluded properly. Check as soon as possible if your activity was registered, as the registration period won’t be extended again.

Organisations that just want to bring participants, but not to present activities, can register until December.

According to WSF Charter of Principles, the registration of political parties or governmental departments is not allowed.

The World Social Forum will take place from January 27th to February 1st, in the city of Belem (capital of Para state, in brazilian amazon). More than 750 activities has already been registered by the time this newsletter is being closed.

Avoid registering close to the deadline date, as the registration system tends to be slow due to the high number of access. After registering, you can modify your activity until November 30th.

a) How to register organisations
1) Visit the site – http://inscricoes.fsm2009amazonia.org.br/

2) Click “New Registration”

3) Fill out the registration form with your organization data (the fields marked with * are required)

4) Enter the security code that appears in the picture at the end of the form and click “Save”

5) On the next screen, confirm your data. You will have access to a menu where you can register your activities, enter or change the names of your organisation’s participants in WSF 2009, and see the your registration fee (variable according to the number of delegates you register)

6) You will receive an email with your registration number and your password. Both numbers are required to access the registration site further. Using this numbers you can return to your registration page, change your organisation data, the number of participants who will be in Belem, add or modify activities and also access the payment system (which will be available soon).

NOTE: About the participants – while filling the form with data of your organization, you’ll be asked how many participants of your organisation will attend to Belem forum. The number of participants will determine the value of your registration fee. After your payment confirmation, you’ll also be able to enter the names of your delegates in the Participants area of the registration site.

b) How to present self-managed activities

Once you sign up your organization (item A), you can register the self-managed activities proposed by your organisation for the WSF 2009 in Belem (after completing your organisation’s form for the first time, you will be automatically taken to the activities registration page).
1) Go to the “self-mananged Activities” and click “Propose Activity.”

2) Carefully read the instructions and fill out the activities form.

3) Click “Save”

If you want to modify your activity information or wish to register it later, you should make your login in the registration site using the number and password provided by email (ITEM A-6).

The activities registered can be modified/edited until November 30th.
